The road of socialist rule of law with Chinese characteristics is an important achievement of the great course of reform and opening up in the past 40 years, a concentrated embodiment of the achievements and experience of socialist rule of law construction, and the only correct road to build a socialist state under the rule of law.

The reform and opening up, which started 40 years ago, has put the construction of the rule of law on the important agenda from the very beginning. The Third Plenary Session of the Eleventh Central Committee of the Party clearly pointed out that in order to guarantee people's democracy, it is necessary to strengthen the socialist legal system, institutionalize and legalize democracy, make such system and law have stability, continuity and great authority, so that the law can be followed, the law must be followed, law enforcement must be strict, and violations must be investigated.

Nowadays, the rule of law has become the basic strategy of the Party in governing the country. The most crucial thing is whether the direction is correct and whether the political guarantee is strong. Socialist rule of law must adhere to the leadership of the Party. Over the past 40 years, the CPC has united and led the Chinese people in unremitting theoretical exploration, organically combining the basic principles of Marxism with the vivid practice of China's socialist modernization, and scientifically answering the question of what role the rule of law plays in adhering to and developing socialism with Chinese characteristics and what kind of rule of law path China should follow. The 15th Party Congress formally put forward the basic strategy of the rule of law, which laid the theoretical cornerstone and policy foundation for the road of socialist rule of law with Chinese characteristics and pointed out the direction of development. After more than a decade of theoretical and practical exploration, the Fourth Plenary Session of the 18th CPC Central Committee was devoted to studying the construction of the rule of law, making a decision on comprehensively promoting the rule of law, comprehensively and systematically expounding the theory of socialism with Chinese characteristics on the rule of law, proposing to unswervingly follow the road of socialism with Chinese characteristics on the rule of law, and pointing out that the overall goal of comprehensively promoting the rule of law is to build a socialist rule of law system with Chinese characteristics and a socialist rule of law state. In the report of the 19th Party Congress, the general goal of comprehensively promoting the rule of law is established as one of the "eight clear" socialist thoughts with Chinese characteristics in Xi Jinping's new era. It can be seen that in the process of building a socialist state under the rule of law since the reform and opening up, the Party has become more and more mature in its understanding of the laws of socialist rule of law construction, the top-level design has become clearer, and new achievements have been made in the innovation of rule of law theory.

Under the leadership of the Communist Party of China, the Chinese people have opened up a socialist rule of law road with Chinese characteristics that is different from that of Western countries.
