According to the requirements of the Key Points of National Marine Ecological Environment Protection in 2017 issued by the State Oceanic Administration, and in accordance with the work deployment and task arrangement of the Department of Ecological Environment Protection of the State Oceanic Administration, the National Marine Environment Monitoring Center organized and held the "Symposium on the Construction and Operation of the Construction and Management Subsystem of Marine Protected Areas" in Dalian on June 9, 2017.

This meeting was presided over by Liu Chang'an, the chief expert of the Research Center for Coastal Wetlands and Marine Protected Areas. The meeting invited the Department of Ecological Environment Protection of the National Oceanic Administration, the North Sea Branch of the National Oceanic Administration, the National Oceanic Information Center, the Department of Oceanography and Fisheries of Shandong Province, and the Binzhou Shelly Island and Wetland National Nature Reserve Fifteen experts from Panjin Liaohe Lipstick Beach National Marine Park and the National Marine Environment Monitoring Center participated in the meeting.

Liao Guoxiang, deputy researcher of the National Marine Monitoring Center, made a special report on the current situation of the construction of the "National Marine Protected Area Construction and Management System". The experts at the meeting held a heated discussion on the positioning, content, deployment and operation of the system, further clarified the working ideas, analyzed and formulated the next work priorities.

By applying the "Marine Reserve Construction and Management System", the management departments at all levels can systematically and comprehensively grasp the construction and management status of marine protected areas, analyze the existing problems in the protected areas, formulate relevant policies and measures, guide the construction and management of the protected areas, and make scientific decisions. The "construction and management system of marine protected areas" not only plays an important role in the management departments of marine protected areas at all levels, but also plays a greater role in improving the effective management of marine protected areas.
