From the "11th Five Year Plan" to the "14th Five Year Plan", the offshore engineering equipment manufacturing industry has always been an emerging industry that the country focuses on. With the gradual improvement of the industrial base of China's offshore engineering equipment manufacturing industry, the development and expansion of the industry and the breakthrough of core technologies have become the focus of development, and the policy has also been tilted.

2. Summary and interpretation of national policies

The shipbuilding industry is a modern, comprehensive and strategic industry that provides technical equipment for water transportation, marine resources development and national defense construction. It is an important part of the country's development of high-end equipment manufacturing industry and the foundation and important support for the country's implementation of the strategy of becoming a maritime power. To this end, Made in China 2025 accelerated the promotion of marine engineering equipment and high-tech ships as one of the ten key development areas, defined the development priorities and goals by 2025, and pointed out the direction for the development of China's marine engineering equipment and high-tech ships. In March 2021, the Fourteenth Five Year Plan for National Economic and Social Development of the People's Republic of China and the Outline of Vision Goals for 2035 were released, in which, for the offshore engineering equipment manufacturing industry, the plan proposed to cultivate advanced manufacturing industry clusters and promote the innovative development of industries such as ships and offshore engineering equipment.
