In Hubei, there is such an enterprise that installs a pair of "eyes" deep in the blue land to protect the pulse and heartbeat of people touching the sea and help build a maritime power. On June 28, Ma Gang, deputy general manager of Zhongnan Pengli, visited the 5G live broadcast room of Hubei Daily to share the story of exploring the deep sea and building a dream of deep blue.

Hubei Zhongnan Pengli Ocean Exploration System Engineering Co., Ltd. (hereinafter referred to as "Zhongnan Pengli") was originally affiliated to China Shipbuilding Industry Corporation. Founded in 2009, the company is headquartered in Yichang, Hubei Province, and is a national specialized, special and new key "little giant" enterprise. 01 Set up "sharp eyes" to observe the blue ocean
  
Huizhou, Guangdong, Daya Bay Gold Coast, with rolling waves and blue colors. Deep in the ocean current, a pair of sharp "eyes" catch information and send it back to the information command center in Yichang. Soon, typhoon forecasts, wave warnings and vortex tips were sent back to Huizhou from Yichang to guide local ships to avoid danger and handle emergencies.
  
These "eyes" are high-frequency ground wave radars, which are the core devices of the offshore three-dimensional marine monitoring system built by Zhongnan Pengli for Huizhou Marine Fisheries Bureau.
  
"The working principle of HF ground wave radar is to transmit radio waves to the sea surface, and then extract sea state information such as wind field, wave field and flow field from the radar echo. The maximum distance can be more than 250 kilometers." In the studio, Ma Gang picked up a set of system models to introduce: the arrows and curves on the screen, large and small, are the "heartbeat" of the sea. Where the typhoon is expected to land, how long it will reach the land, and how much wind level can be accurately predicted.

"HF ground wave radar system was a typical 'choke' technology." Ma Gang said that in the 1960s, western developed countries noticed the application prospect of high-frequency ground wave radar and began to develop it. Until the beginning of this century, China still had limited key technologies in its hands, and could only import ground wave radar systems from abroad at a high cost.

For 13 years, Zhongnan Pengli has always been committed to independent research and development of key core technologies. The high-frequency ground wave radar products developed and produced by the company have overcome the technologies such as the design and development of multi-function structure of indoor host and outdoor antenna of radar equipment, the inversion and extraction software of ocean dynamic parameters, and realized the localization and autonomous control of the whole equipment and software system. The company is also building dozens of marine integrated detection and monitoring stations along the coast, integrating a variety of marine monitoring sensors into the Internet of Things, creating a smart ocean system, developing marine data products, and extending them to the field of information services.

"The company's marine radar has formed nearly 100 intellectual property rights, which are patent intensive products. The technology is independent and controllable, completely replacing imports. The market share of array products is more than 80%, and it is an absolute leader in the domestic marine environment detection segmentation field." Ma Gang said proudly.

On June 16 this year, an amphibious hovercraft named "Harrier 147" was successfully launched on the Qingjiang River. This hovercraft was jointly developed by Zhongnan Pengli and Harbin Engineering University. It can take 30 people and has a design speed of up to 80 km/h.

Ma Gang said that "Harrier 147" seems to have nothing to do with marine radar, but it is actually a new track developed by the company around its main business. The amphibious hovercraft can carry marine detection instruments in special periods, becoming a more mobile and flexible marine mobile monitoring platform, which can be superimposed with the "new generation marine radar" developed by the company for three years to form a "1+1>2" effect.

Zhongnan Pengli's "new generation marine radar" is developed on the basis of the company's second generation marine radar. It is a full digital marine radar, reaching new heights in detection accuracy, detection range and intelligence. Its detection distance radius reaches 250 km, which is more than 30% higher than that of the second generation. Its installation location is also more flexible. In addition to being installed on coastal bases and reefs, it can also be installed on mobile platforms such as vehicles, ships and fixed offshore platforms. Last year, Zhongnan Pengli took the "new generation marine radar" to the sixth "Maker China" competition, which stood out from 30000 projects and won the second prize of the enterprise group.

"Some of our products could not be put into the market so quickly if we did not draw on the wisdom of colleges and universities and strengthen the cooperation between production, teaching and research." Ma Gang introduced that the average age of the research team of Zhongnan Pengli is 33 years old, and it is a group of young people with ocean feelings. In addition to stimulating the innovation vitality of the team, the company has also maintained stable industrial research cooperation with the School of Telecommunications of Wuhan University, China University of Geosciences (Wuhan), Ocean University of China, Institute of Electrical Engineering of Chinese Academy of Sciences and other relevant universities and colleges involved in the sea. There are 7 scientific and technological innovation platforms, more than 100 intellectual property rights, and 8 MIIT frequency licenses.

"We are full of sincerity to cooperate with universities." Ma Gang recalled that in order to research and develop "Harrier 147", the company sought cooperation from the School of Ship and Ocean Engineering of Harbin Engineering University, which has the top R&D strength in this field in China, in 2020. After the strategic cooperation was reached, one month later, the eight member team of the school came to Yichang for joint research and development.

03 Bold "Eat Crabs" Earned 100 Million Orders

"Last year, the revenue of Zhongnan Pengli increased by 95.6% year on year. After the early salary reform, the employee's salary increased by a maximum of 120%. The enterprise grew larger and stronger, and the employee's sense of happiness improved." Ma Gang's proud introduction hides a tortuous story of winning nearly 100 million yuan orders.

By the end of 2020, customers in Guangdong Province plan to purchase marine radar and ocean optoelectronic equipment for detecting sea state information and targets. During the negotiation, Zhongnan Pengli promoted the target marine monitoring system in the offshore area under research, which aroused the interest of the other party, but it was put on hold because of the one-time investment of tens of millions.

At that time, the application of smart ocean system was just trying to be introduced to the market in China. Is it to take risks to try to "innovate", raise a large amount of R&D funds to continue to build the application platform of the ocean Internet of Things system, and let customers experience and try some application modules? Or continue to sell single marine exploration equipment according to the original business model? Some shareholders believe that this will be the "stepping stone" for Zhongnan Pengli to extend its service industry chain from "exploration equipment supply" to "marine Internet of Things system+marine data information". Some shareholders "beat the drum" in their hearts: if the new market development in the data service field is not smooth, tens of millions of yuan invested in the early stage will be occupied by the project, affecting the company's cash flow. After several rounds of detailed argumentation, the Board of Directors finally decided to fund the construction.

Soon, the company's team of dozens of people stationed in Daya Bay, Huizhou, for site selection, land lease, equipment construction and installation, system development, etc. After the preliminary construction of the system platform, the customer decided to adopt the application module of ship target refined control and track traceability after experiencing the application module. In August 2021, the smart ocean service system will be launched for trial operation. Open the APP, when the ship enters the electronic fence monitoring sea area, and where it has been, it is clear at a glance that oil spill, waste dumping, red tide and other water ecological environment changes. This system meets the needs of the fishery administration system for precise control and law enforcement, improves the comprehensive marine governance capability, and can also access the government system with one click.

"If we do not take the initiative to create a market, it will be difficult for enterprises to grow." Ma Gang told the media of Hubei Daily that under the leadership of Song Guosheng, the chairman of the company, this bold "eating crabs" has brought more surprises than this. At present, Zhongnan Pengli has promoted the marine information system platform in the fishery administration departments of Liaoning, Shandong, Zhejiang, Fujian, Guangxi and other places.

Ma Gang introduced that Zhongnan Pengli will make efforts to move from a marine exploration equipment supplier to a marine information data service provider, build an internationally competitive smart ocean perception IOT ecological industrial chain, and rely on Yichang Administrative Headquarters in Hubei Province, Yichang, Yidu, Huizhou Industrial Bases to carry out the "Fourteenth Five Year Plan" strategic projects such as offshore radar network, marine three-dimensional monitoring network, smart ocean system, amphibious hovercraft, Strive to build the enterprise into a global intelligent marine information service provider with an international competitive market value of 10 billion yuan.
